EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR SOME UNIVERSITY PROJECTS
Bayero University, Kano is planning to execute a number of projects to be funded through its 2018 Capital Appropriation, Allocation, TETFund and Internal Development Fund (IDF). The University is therefore, inviting expression of interest from qualified and eligible Consultants to offer consultancy services for the projects listed below:
Project Title: Remodeling of B & C Blocks at College of Health Sciences
Location: Aminu Kano Teaching Hospital
Project Title: Construction of Faculty of Veterinary Medicine
Location: New Campus
Project Title: Construction of Centre for Economic, Social and Populated Research
Location: New Campus
Project Title: Remodeling of the Department of Chemistry Laboratories
Location: Old Campus
2.0 SCOPE OF THE SERVICES
The services to be rendered include: complete design, cost estimate and project management for the execution of the Projects listed. In addition, site investigation and structural integrity assessment is required as may be applicable.
3.0 ELIGIBILITY CRITERIA
a) Certificate of Incorporation with the Corporate Affairs Commission (CAC)
b) Company profile and organization structure, including names and resumes of key personnel with addresses and phone numbers.
c) Certificate of registration of both the company and the key personnel with relevant professional bodies.
d) Current Tax Clearance for the last three (3) years (2015, 2016 & 2017) expiring on 31st December, 2018, corresponding with declared Annual Turnovers.
e) Unabridged Audited Accounts of the Company for the last three years (2015, 2016 & 2017).
f) Current Certificate of Compliance with the NSITF expiring on 31st December, 2018.
g) Evidence of registration on the Bureau of Public Procurement’s National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) issued by the BPP.
h) Certificate of Compliance with the Industrial Training Fund (ITF) expiring on 31st December, 2018.
i) Certificate of Compliance with Pension Reform Act, 2004 from the National Pension Commission (PENCOM) expiring on 31st December, 2018.
j) Verifiable list of previous/similar major projects successfully executed in the past five (5) years with their location and clients (copies of at least three (3) completion certificates/final payment certificates should be attached).
k) For Joint Ventures, Memorandum of Understanding must be attached.
l) Sworn Affidavit disclosing whether or not any officer of Bayero University, Kano or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
m) Letter of Consent to allow for verification of all the documents submitted including CAC, Inland Revenue, VAT remittance, Pension & Industrial Training Fund and the Company’s financial standing with the bankers.
4.0 SUBMISSION OF DOCUMENTS
Submissions must be packaged in sealed envelopes with the lot number and title of the project clearly written at the top left corner of the covering envelope and addressed to: The Director Procurement, Bayero University, Kano, P.M.B. 3011, Kano.
The reverse side of the envelope must be clearly marked with the name and address of the bidder.
5.0 CLOSING DATE AND OPENING
Submission of Expression of Interest closes on Monday, 23rd July, 2018 at 12 noon. Any submission received after this deadline will not be considered. Submissions will be opened on the same day immediately after the closing time on Monday, 23rd July, 2018 at 12 noon in the Conference Room of Procurement Unit, Bayero University, Kano (New Site). The bidders or their representatives are required to be present.
6.0 ADDITIONAL INFORMATION:
Please note that:
i) Expression of Interests must be prepared in English language and duly signed
ii) Bidders can only submit Expression of Interest for one Lot
iii) Delivery through courier will NOT be accepted
iv) Shortlisted bidders will be contacted on a later date for collection of Request for Proposals (RfP)
v) The University will only recognize and correspond with only authorized officers of the tendering Companies and NOT through individuals or agents acting on their behalf
vi) This Request for Expression of Interest shall neither be construed as a commitment on the part of Bayero University, Kano nor shall it entitle any bidder to make any claim whatsoever and/or seek any indemnity from Bayero University, Kano.
