INVITATION TO PRE-QUALIFY AND TENDER FOR PROJECTS IN THE UNIVERSITY

1. INTRODUCTION
Bayero University, Kano is to execute some projects under its Approved 2017 Capital Appropriation. Bids are hereby invited from interested and reputable contractors, suppliers and manufacturers with relevant experience and good track records for the following projects:

Project Title: Construction of Classroom and Office Complex for School and Continuing Education
Location: Dala Campus
Tender Fee (N): 35,000

Lot No: 2
Project Title: Supply of Furniture to Pharmaceutical Sciences
Location: Old Campus
Tender Fee (N): 10,000

Project Title: Supply of Specialist Equipment to Pharmaceutical Science Laboratories
Location: Old Campus
Tender Fee (N): 25,000

2. BIDDING CRITERIA
Submission of:
a) Certificate of Registration with the Corporate Affairs Commission (CAC)
b) Company Profile and Organization Structure, including names and resumes of key personnel with addresses and phone numbers.
c) Certificate of Registration of both the company and the key personnel with relevant professional bodies.
d) Verifiable list of previous/similar major projects successfully executed in the past five (5) years with their location and clients. (Copies of at least three (3) completion certificates/final payment certificates should be attached).
e) Current Tax Clearance for the last three (3) years (2014, 2015 & 2016).
f) List of equipment to be used for the project and their locations.
g) Three (3) years Audited Accounts of the Company (2014, 2015 & 2016).
h) Certificate of current compliance with the NSITF Employee Compensation Act.
i) Evidence of Registration on the Bureau of Public Procurement’s National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report issued by the BPP.
j) Evidence of Financial Capability/Reference Letter from reputable Bank with an average turnover of not less than 100 million in the last three years (2014, 2015 & 2016).
k) Certificate of Compliance from the Industrial Training Fund (ITF).
l) Certificate of Compliance from the Pension Commission (PENCOM).
m) For Joint Ventures, Memorandum of Understanding must be attached.
n) Letter of Consent to allow for verification of all the documents submitted including CAC, Inland Revenue, VAT remittance, Pension & Industrial Training Fund and the Company’s financial standing with the bankers.

3. COLLECTION OF BID FORMS
Payment of the appropriate Tender Fee(s) as shown above should be made with certified Bank Draft in favour of Bayero University, Kano. The Bank Draft should be converted to Bayero University, Kano receipt at the Bursary Department. The receipt would be used to collect the bid documents from Office of the Director, Physical Planning Unit. Photocopy of the receipt should be attached to the Tender Documents.

4. SUBMISSION OF DOCUMENTS
The title of the project should be clearly written at the top left-hand corner of the covering envelope and should not bear the name of the Tendering Contractor.
Prospective bidders should enclose the Technical Bid in a separate envelope and the Financial Bid in another separate envelope. The two (2) separate envelopes shall be enclosed in one sealed outer envelope clearly marked “Invitation to Tender – Lot No” but should not bear the identity of the bidder. Telephone no. and mailing address of the bidding entity should be clearly stated on the reverse side of the outer envelope. All bids should be addressed to: The Director Procurement, Bayero University, Kano, P.M.B. 3011, Kano.

5. CLOSING DATE AND OPENING OF BIDS
Submission of Tender closes on 16th October, 2017 at 12:00 noon. Any Tender received after this date and time will not be considered. The submitted documents will be opened on the same day, 16th October, 2017 at 2:00 p.m. at the Procurement Unit, Bayero University, Kano (New site). The Bidders or their representatives are required to be present.

6. ADDITIONAL INFORMATION 
Please Note That:
i. Signing the Tender documents means all the information provided therein is correct and any false information will result to rejection.
ii. The University is neither committed nor obliged to short-list any contractor or to award any contract to any Contractor or Agent.
iii. The University reserves the right to reject any and/or all bidding package(s).
iv. The University will only recognize and correspond with only authorized officers of the Tendering Companies and Not through individuals or agents acting on their behalf.
v. This advertisement for invitation to tender shall neither be constructed as a commitment on the part of Bayero University, Kano nor shall it entitle any contractor to make any claim whatsoever and/or seek any indemnity from Bayero University, Kano.
