The Strengthening High Impact Interventions for an AIDS-Free Generation (AIDSFree) Project is a centrally funded USAID project led by JSI Research & Training Institute Inc. (JSI) as part of a consortium with other international organizations, including PATH. The project is designed to improve the quality and effectiveness or high-impact, evidence-based HIV interventions. AIDSFree is seeking the services of a well-rounded creative agency to manage all communication campaign-related activities including brand-building, product- and service-promotion creative outputs, and media planning and purchasing for the AIDSFree Nigeria project.

AIDSFree has issued the solicitation for expression of interest (EOI) to identify interested creative agencies to support AIDSFree Nigeria’s behavior change work. Based on the EOIs received, AIDSFree will shortlist up to four (4) creative agencies as finalists. AIDSFree will issue request for proposals (RFP) to the shortlisted creative agencies, and the shortlisted agencies will be invited to deliver a business pitch demonstrating their interpretation of a creative brief on current work done by the AIDSFree project.


The anticipated solicitation timeline is as follows:
• February 5, 2018: Solicitation for expression of interest issued by AIDSFree Nigeria.
• February 19, 2018: Deadline for submission of completed EOI to AIDSFree Nigeria.
• February 26, 2018: Shortlisted agencies notified; RFP issued to shortlisted agencies.
• March 16-17, 2018: Shortlisted agencies deliver business pitch to AIDSFree Nigeria.
• March 23, 2018: AIDSFree Nigeria announces selected agency.

The creative agency will be expected to develop creative social media and traditional media products in line with the forthcoming national total market approach (TMA) condom communication strategy being facilitated by AIDSFree.
• Signage, Internet Videos, Internet Videos, Print advertisements, Press supplements, Direct mail shots, Promotional/information cards and Stickers.
The successful agency will be expected to coordinate media planning and buying services.

AIDSFree Nigeria seeks a creative agency with experience in, or currently serving clients in, the public health sector, clinical health sector, and/or family planning products as well as experience handling youthful brands and HIV and STI prevention-related campaigns. Agencies with experience working with, or developing messaging targeting, key populations will be preferred. In addition, agencies who have nationwide brands with nationwide target will be preferred.

The successful creative agency will demonstrate experience in creating and sharing information on digital platforms. More specifically, the agency will have experience mobilizing target audiences in generation of content such as posts, comments, moderated chats, photo-sharing, video-sharing, blogging, and vlogging. The successful creative agency will have access to an online social network that AIDSFree can leverage. The successful creative agency will have an acute awareness of the mechanisms of working with social media platforms and demonstrate experience with the main social media platforms in Nigeria.

The successful creative agency will also demonstrate past successful experience engaging target audiences in behavior-change campaigns.

Agencies will be expected to respond to this solicitation within fourteen (14 days with an EOI containing:
• Company Profile, Client Profile, Digital portfolio of recent work and Audio/Visual portfolio of recent work.
The EOIs, complete in all respects, should be sealed in an envelope marked “Expression of Interest – Creative Agency” and should reach: AIDSFree Nigeria Office, 1 Audu Ogbe Street, Jabi District, Abuja, at the latest by 4:00pm on February 19, 2018.

After reviewing all submissions, AIDSFree Nigeria will short-list up to four (4) agencies and issue an RFP to the shortlisted agencies. The shortlisted agencies will also be invited to deliver a business pitch demonstrating their interpretation of a creative brief on current work done by the AIDSFree project.
Agencies will be shortlisted based on the following criteria:
1. Company information
a) Personnel: number and brief profiles of creative directors and art directors; copywriters; visualizers and designer; social media experts; and production team.
b) Expertise and experience in the field, year of establishment, etc.
c) Financial capability.

2. Relevant capacity and experience
a) Prior and/or present experience working with national and international organizations, preferably in the health and/or family planning sectors (list past (not exceeding 5 years) clientele with names and period of engagement; list present clientele with names and date of business engagement).

3. Creative portfolio
a) Work samples: digital and audio/visual.
b) Sample media plan, etc.

AIDSFree reserves the right to award or not award a contract as a result of this solicitation.

This solicitation does not represent a commitment on behalf of AIDSFree Project.

Additionally, the Project is not obligated to pay any costs associated with the preparation of an application in response to this solicitation.
