REQUEST FOR EXPRESSION OF INTEREST 

This request for expression of interest follows the General Procurement Notice (GPN) for the Agro-Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project which appeared in This Day Newspaper and Daily Trust Newspaper both of Monday September 3rd, 2018. 

The Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development (FMARD) has received a credit from the International Development Association (hereinafter referred to as IDA) Bank towards the financing of the Agro Processing, Productivity Enhancement and Livelihood Improvement Support Project (APPEALS). The National Coordinating Office of APPEALS Project intends to apply part of the proceeds of this credit to payments under contracts for the Consultancy Services: – 

  1. Development and Production of Monitoring and Evaluation Manual for APPEALS Projects.
  2. Review of CADP Fiduciary Management to Strengthen APPEALS Grant Mechanism for Effective Project Implementation.
  3. Value Chain Feasibility Study of Cashew in Enugu and Kogi States.
  4. Identification of Relevant Service Providers across the Value Chains along Segment in all States.
  5. Development of Communication Tools and Strategies.
  6. Development of Content and Delivery of Critical Business Life Skills Training. 

The APPEALS project is in line with the Agricultural Promotion Policy (The Green Alternative) of the Federal Government of Nigeria, which intends to build on the legacy of the Agricultural Transformation Agenda (ATA) and plans to support policy thrust on food security, local production, job creation and economic diversification. 

APPEALS will directly contribute to some of the Sustainable Development Goals (SDGs) and help to enhance agricultural productivity of small and medium scale farmers along priority value chains in the six participating states (Cross River, Enugu, Kaduna, Kano, Kogi and Lagos), through an approved viable value chain investment plan.

The National Coordinating Office of Agro Processing, Productivity Enhancement and Livelihood Improvement Support Project now invites eligible consultants (Firms) to indicate interest in providing any of the above services (mark clearly the consultancy services of your interest at top corner of the sealed envelope). Interested consultants (Firms) must provide information indicating that they are technically qualified to perform this service (brochures, description of similar assignments, experience in similar activities, and availability of appropriate skills among staff; etc.). Consultants may associate to enhance their qualifications.   

Consultants will be selected under Consultant Qualification (CQ)in accordance with the procedures set out in the World Bank’s Guidelines: Selections and Employment of Consultants by World Bank Borrowers (current edition). 

Interested consultants may obtain further information at the address below during office hours 10:00am – 4:00pm (Mondays – Fridays).

Expressions of interest must be delivered to the address below on or before 4:00pm, Tuesday 22ndJuly, 2019.
