TENDER OPPORTUNITY: SUPPLY AND INSTALLATION OF ONE CHILLER UNIT FOR AGBARA PLATFORM

1. INTRODUCTION
AGIP ENERGY AND NATURAL RESOURCES (AENR) is aimed at initiating a tender for the Supply and Installation of One Chiller Unit for Agbara Platform. Contractor shall take coverage of all costs and expenses for all services provided hereunder for the duration of the contract.
The proposed contract shall cover a period of One (1) year AENR, through this Tender Opportunity, announces to interested reputable Nigerian Companies and NJQS prequalified Companies in line with Clause 3 (2) of the NOGICD Act 2010 of the defined scope of service hereunder.
2. SCOPE OF WORK
The Scope defines requirements for Supply of Air Cooled Chiller Unit to be delivered and installed at Agbara Platform.
The scope of work shall include but not limited to the following:
Contractor shall supply complete Air Cooled Chiller Unit for Agbara Platform with proof of factory Test/Acceptance Certificates from the OEM.
Contractor shall supply all installation and commissioning materials.
Contractor shall carry out installation and commissioning of the Air Cooled Chiller Unit, complete with all interconnecting piping and accessories.
Contractor shall supply OEM recommended two (2) year spare parts for maintenance of the Chiller Unit.
Contractor shall take care of all issues relating to freight, customs duties and import clearance related costs, verifications, etc. without recourse to Company.
Contractor shall ensure that the supplied materials, items and equipment are fit for purpose, brand new and delivered in good quality and condition, devoid of any factory or incidental damages.
The Unit shall be stored in environmentally friendly and non-reactive containers.
Contractor shall take full responsibility of any damage during delivery & installation.
3. MANDATORY REQUIREMENTS
a) To be eligible for this tender exercise, interested Contractors are required to be pre-qualified under Product Code 1.12.01 & 3.05.03,  in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this categories will receive Invitation to Technical Tender (ITT).
b) To confirm if you are pre-qualified and view the product/services category you are listed for: Open www.nipexng.com and access NJQS with your company login details. Click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
c) If you are not listed in Product/Service category but you are registered with DPR to do business, contact NipeX office at 8-10 Bayo Kuku Street, Ikoyi- Lagos with your DPR certificate as evidence of verification and necessary update.
d) To initiate the NJQS Pre-qualification process, access www.nipexng.com to download application form, make necessary payments and contact NipeX Office for further action.
e) All eligible, all tenders must comply with the Nigerian Content requirements in the NipeX System.
4. NIGERIAN CONTENT REQUIREMENTS
Bidders are invited to express complete understanding and willingness to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010.
Sec. 3(2) of the Act gives exclusive consideration to Nigerian Indigenous Services companies which demonstrate ownership of equipment, Nigerian personnel and capacity to execute such work to bid on land and swamp operating areas.
Only Nigerian service companies having equity shareholding structures of 51% and above shall be considered.
Pursuant to the above, bidders submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NIGICD Act provisions/Schedule.
Only bidders whose submissions are in compliance shall proceed to the next stage of the tendering process.
The following are some of the information/documentation that will be required for submission at the ITT stage:
a) Demonstrate that the entity is a Nigerian registered Company, or Nigerian Registered Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture Memorandum of Agreement signed by chief executives of the entities that evidences clear work-share ratio among the parties including evidence or plans of physical operational presence and set-up in Nigeria;
b) Proposed indigenous company should be the lead contractor and the MOA should be governed by the laws of the Federal Republic of Nigeria to execute scope of work.
c) Details of Company ownership and shareholding structure with certified true copies of CAC forms CO2 and CO7, including company memorandum & article of association and other evidence of entity’s incorporation;
d) Provide detailed description (address and layout drawings) of where procurement centre and warehouse in Nigeria will be;
e) Nigerian Content Plan with detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that are involved in executing the service; that addresses utilization of Nigerian labour, services, materials and equipment for this service, aimed at achieving the minimum Nigerian Content requirements for this category in line with targets set in the schedule to the NOGICD Act 2010;
f) Current and in-place organization structure with detailed experience and skills of key management personnel with names;
g) Evidence (personnel) list and positions with organization chart to substantiate) of percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerian;
h) Detailed training plan for the service;
i) Detail description of the location of in-country committed facilities & infrastructure (assets, equipment, storage facilities etc.) in Nigeria to support this contract or submit a credible and verifiable plan towards setting-up;
j) Details of the applicant’s relationship with local suppliers and service providers (e.g. in the management of the logistic, personnel);
k) Evidence of Nigerian Content Equipment Certificate (NCEC)
l) State any further innovative proposals that would enhance the development of Nigerian Content for the Project.
NOTE: Only Nigerian Companies are qualified for this service.
• Bidders shall be requested to provide evidence to show their compliance with the above listed requirements at the ITT stage.
5. CLOSING DATE
Only Tenderers who are registered with the relevant NJQS product/service category, Product Code 1.12.01 & 3.05.03, as at 29th of October 2018 being the advert closing date, shall be invited to submit Technical Bids.
